Center for Federalism Studies
Identity of the Center:
The Center for Federal Studies at the University of Duhok, an academic research institution established in 2024 as the first center specialized in federal affairs and issues in Iraq to actively and constructively contribute to the study and follow-up of everything related to the federal government system from both theoretical and applied points of view, monitoring practices by various authorities inside Iraq and assessing their consistency with the best practices in sober federal systems, by providing multiple studies, researches, academic and objective scientific analyses, holding conferences, seminars and workshops, and providing appropriate consultations to political decision-makers in order to support decision-making and public policy-making processes and on the basis of the Permanent Constitution of Iraq of 2005, which framed, codified and legitimized this system and was voted on by the Iraqi people to be the approach followed by governance in Iraq and achieve security, stability, unity, justice, development and coexistence.
The Vision of the Center
The center's vision in formulating its policy, orientations, activities, and programs stems from the supreme national interest of all Iraqis, regardless of their different sects, affiliations, political and cultural orientations, and working to consolidate the Federal experience in Iraq in a way that achieves stability and social justice and creates a balance between public participation in Iraq while maintaining special orientations, whether cultural, administrative or economic. The center adopts an independent approach to managing its scientific and research affairs, based on respect for freedom of opinion and expression within the framework of pluralism and societal diversity and under a fair law that protects human dignity and legitimate rights in Iraq.
The Center's Message
The mission of the center is to strive to employ the outputs of scientific research to serve the issues of the individual and society in Iraq by providing visions, offering alternatives and options, providing in-depth and systematic analyses on the most prominent challenges and solutions required for various problems resulting from these challenges, in a way that achieves justice and equality and guarantees the rights of all components in Iraq, and thus contributes to building a Civil State based on the principle of citizenship, the rule of law and institutions, and in a way that enhances the process of democratic transformation in Iraq at the political and societal levels.
