About the center
Justifications for the Establishment of the Center
- The establishment of the center came to fill the acute shortage represented by the lack of Iraq in general and the Kurdistan region in particular, an academic research center concerned with the affairs of the federal system after its permanent constitution of 2005 provided for the adoption of this form of government that consolidates and enhances the concepts of unity, harmony, and stability in light of the pluralism and cultural diversity that frames the societal structure in Iraq.
- One of the justifications for the establishment of the center is also to fill the void in Iraq in terms of its lack of a national academic platform that works to build a political culture that is consistent with the requirements of building a democratic system and contributes to consolidating its concepts and values in a way that ensures creating awareness of the importance of the federal system in Iraq and correcting misconceptions and misunderstandings that revolve around this system at the political and societal levels.
- In addition, the center was established to fill the shortage in the field of serious research and studies (despite their abundance) based on in-depth and objective scientific analyses of various issues related to this (federal) system from both theoretical and applied points of view and to work on diagnosing problems and negatives caused by poor application and then provide scientific insights and identify ways to address these problems based on the rules of law and the Constitution.
Objectives of the Center
The center works to achieve a set of goals, the most important of which are the following:
- The Center for Federalism Studies aims, through its various scientific and cultural activities and programs and its contribution to providing advice to political decision-makers and those concerned with federalism affairs, researchers, and contributors to public policy-making, to spread the socially democratic political culture and the Constitution of political life in a way that contributes to consolidating awareness of the importance of the federal system and promotes good governance and supports the democratic transition in Iraq.
- The center also aims, by monitoring positions, opinions, and trends at various internal, regional, and international levels on the most prominent issues related to the federal government system and by employing the outputs of its scientific studies and research, to contribute seriously to solving problems and overcoming obstacles facing its applications in Iraq in the political, security, economic, social and cultural fields, which negatively reflect on the security and stability of Iraq as a state and society.
- One of the goals of the center is also, through the center's endeavor to complete solid scientific research and studies, translate research, studies, and articles related to the scope of the center's work and activity, as well as conduct questionnaires and public opinion polls in various fields related to the center's program and agenda, to provide solid scientific material to researchers and stakeholders concerned with public affairs in Iraq associated with the federal system and its applications.
- To achieve its goal of producing a solid knowledge base on the most important constitutional and political issues related to the application of the federal system in a way that guarantees the rights of all components in Iraq on legal grounds and within the framework of the Constitution, the center seeks to strengthen cooperation and friendship with various institutions, organizations and international research and studies centers concerned with the experiences of federalism in the world to benefit from their expertise in this field and contribute to building its capabilities and developing its scientific program.
