Dimensions of the Financial Crisis between the Federal Government and the Kurdistan Regional Government (Obstacles and Solutions)
The Center for Federalism Studies at the University of Duhok, in cooperation with the Duhok office of the Iraqi Parliament, held an academic session entitled:
Dimensions of the Financial Crisis between the Federal Government and the Kurdistan Regional Government (Obstacles and Solutions)
This session took place on September 17, 2025, in the hall of the Cultural and Social Center at the University of Duhok. The session addressed the dimensions of the financial problem between Baghdad and Erbil from various legal and political perspectives and reached a number of conclusions and recommendations that were submitted to the relevant authorities in the region and the central government.
At the outset, Dr. Najm Al-Deen M. Yasen, Director of the Center for Federalism Studies at the University of Duhok, welcomed the attendees and emphasized the importance of this topic and the Center's role in addressing such issues to reach outcomes that can be utilized by those concerned in the region and the central government.
The session included two main themes:
The first, entitled “The Economic and Financial Dimensions of this Crisis,” was presented by Dr. Ahmed Suleiman Al-Saffar, former member of the Iraqi Parliament and member of the Parliament's Finance Committee
The second session, titled "The Legal and Political Dimensions of this Crisis," was presented by Dr. Rengber Jamil Sheikho, Lecturer of Constitutional Law at the College of Law, University of Duhok.
This session was moderated by Mr. Dilgash Sadiq Saleh from the Duhok office of the Iraqi Parliament.
