Administration and Financial Affairs at the University of Duhok plays a significant role in steering the University towards institutional effectiveness and operational excellence. As a cornerstone of the University’s strategic planning and governance framework, the VPAF office is committed to policy-driven operations, robust administrative and financial management, and fostering a sustainable, green, and walkable campus environment.
What We Do
The VPAF Office performs a wide range of functions, including:
- Chairing University committees to achieve goals aligned with the strategic plan.
- Collaborating with consulting firms for restructuring and planning.
- Representing the University in external meetings.
- Supervising tenders, procurement processes, and financial budgeting.
- Coordinating with government and private agencies on financial matters.

Dilshad Abduljabbar Haleem
The Vice President for Administrative and Financial Affairs
Dr. Dilshad Abduljabbar Haleem provides strategic and managerial leadership for the University of Duhok's administrative and financial operations, guiding policy-driven decision-making that advances the university's vision and mission. He plays a central role in translating UoD's Strategic Plan 2023–2038 into action, overseeing budgeting, procurement, institutional planning, and cross-departmental coordination while working closely with government and private partners. His leadership emphasizes transparency, sustainability, and operational efficiency, positioning the university to meet its long-term institutional goals through informed, structured decision-making.
Academically, Dr. Haleem is an Assistant Professor of Water Resources Engineering, holding a PhD (2015) in which he developed an adaptive wavelet-based technique to improve shallow water flow modelling, and a Master's degree (2008) focused on riverbed erosion downstream of hydraulic structures. His research spans hydraulic modelling, sustainable water management, and structure performance, complemented by an interactive, case-study-driven teaching approach that reflects strong analytical and problem-solving capabilities.
