Dr. Luqman Mohamed-Saleh Qadir served as an Acting President of the University of Duhok (UoD) during a transition period. Despite his brief tenure, he left a lasting impact by prioritising international collaboration and enhancing the university’s global profile.

Strengthening International Relations

Dr. Qadir focused on building relationships with universities and academic centres in the Kurdistan Region, Iraq, and Europe. A key initiative was sending all college deans to the University of Kassel in Germany for a two-week capacity-building program to strengthen administrative skills. He also encouraged faculty participation in international training courses to adopt global best practices.

Advancing Research Excellence

In 2006, he obtained his doctorate in Plasma Physics from the University of Duhok in collaboration with The University of Mosul, where he gained valuable insights into the significance of collaborative research and effective publication. He emphasised publishing in reputable international journals over local publications. To support this, he secured funding for faculty to cover publication fees in indexed journals, boosting UoD’s research visibility.

Promoting Internationalisation for Students

Dr. Qadir initiated international scientific trips for students, organising a pioneering visit to Mersin, Turkey, involving hundreds of students. This effort marked a significant cultural and educational milestone for the university.

Legacy

Through his focus on global partnerships, research excellence, and student internationalisation, Dr. Qadir laid the groundwork for UoD’s development as a globally connected and forward-thinking institution
