Ismat Mahmood Mohammed Khabour is an academic, media professional, writer, and communication leader with extensive experience in higher education, journalism, broadcasting, public relations, and institutional communication. He currently serves as the Director of Media and Public Relations at the University of Duhok, where he leads the university’s media strategy, public communication, institutional messaging, and digital presence.

With a strong academic background in Kurdish language, literature, and journalism, and long professional experience in radio, television, print journalism, digital media, and university teaching, he brings together scholarly insight and practical media leadership. His work focuses on strengthening the University of Duhok’s public image, developing professional media standards, improving communication systems, and ensuring that the university’s voice reflects its academic mission, values, and strategic vision.

Responsibilities: Strategic media leadership, institutional communication, public relations, university-wide messaging, media policy development, digital content supervision, cross-directorate coordination, event communication, external representation, and strengthening the public visibility of the University of Duhok.
