- Assistant Teachers: Focus more on passive engagement (60%)
- Professors: Focus more on active research/contributions (58%)
- Strategic Implications:
- Junior faculty can meet requirements through participation and engagement.
- Senior faculty are expected to lead and contribute actively to research/scholarship.
- The system encourages career progression through increased research activity.

Research Publications (International Focus)
- International Journal (SCOPUS/WoS): 8 points
- Local Journal (DOAJ-indexed): 5 points
- Conference Papers: 7 points (international conferences prioritised)
- Books/Chapters: 12 points (international publishers preferred)
- Patents: 12 points (international), 8 points (local)
Academic Seminars and Conferences
- Department Seminar Attendance: 1 point
- Department Seminar Presentation: 3 points
- Conference Participation (with paper): 2 points/day + publication bonus
- International Workshop Participation: 2 points/day (max 10 days)
Professional Development Activities
- Training Course Participation: 1-2 points/week
- Editorial Board Membership: 1-2 points (international prioritised)
- Peer Review Activities: 1-2 points per review
- Committee Service: 1-3 points (based on level: department/university/ministry)
Academic Supervision and Assessment
- PhD Supervision: 3 points
- Master's Supervision: 2 points

Performance Classifications and Consequences
Grade A* (Outstanding): >80% of requirements + Grade A in SF*

Grade A (Excellent): Meeting requirements (25-79 points as per rank)
- Rights preserved, no questioning
- Positive annual evaluation
Grade B (Satisfactory): 72-99% of requirements
- Notification for enhanced effort
- Professional development support
- Second consecutive year → escalates to Grade C
Grade C (Underperforming): 48-71% of requirements
- Consequences:
- Teaching prohibition: 3 months
- Salary deduction during suspension
- Administrative position restrictions (1 year)
- International travel prohibition
- Second occurrence: 1-year teaching prohibition
Grade D (Poor): 24-47% of requirements
- Teaching prohibition: 6 months
- Automatic escalation to Grade C consequences
Grade E (Failing): 0-23% of requirements
