Upcoming Event: International Conference on Legislative Inequality and Integration in Federal States (LIIFS-2025)
The University of Duhok is proud to announce the International Conference on Legislative Inequality and Integration in Federal States (LIIFS-2025). This pivotal event brings together experts, researchers, and policymakers to explore the complexities of legislative frameworks and governance challenges in federal systems, with a special focus on the Iraqi context. This Second Joint International Scientific Conference, hosted in collaboration with the University of Sulaimani, Salahaddin University, and the University of Duhok, promises a rigorous academic exploration into the dynamics of legislative inequality and integration within federal states.
Conference Date: 23–24 April 2025
Venue: Conference Hall, Main Campus, University of Duhok
Conference Overview
Federal systems inherently involve dual authority and constitutionality, often leading to challenges between the federal and regional levels in legislative, executive, and judicial practices. These complexities, coupled with discrepancies between federal and regional legislations, underscore the need for effective legal mechanisms to harmonise governance.
As Iraq marks two decades of implementing its federal system, this conference provides a critical platform to assess the experience's strengths and weaknesses. It will evaluate the extent to which federal principles like autonomy and participation have been achieved, while addressing the constitutional and legal obstacles hindering the Kurdistan Region in exercising its legislative authorities.
LIIFS-2025 aims to clarify constitutional visions, legal frameworks, and the pathways to legislative integration within federal systems, with a focus on ensuring equitable governance and legislative harmony in Iraq.
Conference Themes
The conference will address key topics, including:
- Administrative Law and Legislative Reform: Exploring legal mechanisms to bridge legislative discrepancies in federal systems.
- Constitutional, Criminal, and International Law: Analysing constitutional frameworks and their impact on governance.
- Civil and Commercial Law: Addressing conflicts of laws, family law, and commercial legal integration.
A Collaborative Initiative
Organised under the patronage of the Presidency of the Council of Ministers of the Kurdistan Regional Government and supervised by the Minister of Higher Education and Scientific Research, this conference is a joint endeavour by the Faculties of Law at the Universities of Sulaymaniyah, Salahaddin, and Duhok.
