UOD Announces Call for External Evaluator for the Erasmus+ MOVE Project

March 10, 2026, 2026, University Press Office (UNPO) | The University of Duhok (UOD) is pleased to share an open call for an External Evaluator for the EU-funded MOVE Project“Enhancing University Graduates’ eMplOyability through skills deVElopment and industry collaboration in the Kurdistan Region of Iraq and Yemen.”

Funded under the Erasmus+ Capacity Building in Higher Education programme, the MOVE project brings together universities and institutional partners from Europe, the Kurdistan Region of Iraq, and Yemen to address graduate unemployment through curriculum innovation, entrepreneurship, and stronger collaboration between academia and industry.

The project runs from 2 February 2026 to 1 February 2029 and is coordinated by the Mediterranean Universities Union (UNIMED), with the University of Duhok among the key partner institutions contributing to project implementation and capacity development in the region.

Role Summary

The External Evaluator will play an independent role in monitoring the implementation and quality of the MOVE project. The evaluator will assess project progress, partnership performance, and the relevance of project outputs in relation to labour market needs and sustainable development priorities.

Key responsibilities include:

  • Developing the External Quality and Evaluation Plan in coordination with the project management and internal quality team
  • Monitoring project implementation, deliverables, and compliance with objectives
  • Assessing the quality, impact, and relevance of project activities, including training and capacity-building initiatives
  • Evaluating collaboration among project partners and overall project coordination
  • Participating in online meetings and at least one in-person project meeting
  • Producing two formal evaluation reports:
    • Mid-Term External Evaluation Report
    • Final External Evaluation Report

The evaluator will work closely with the project management and internal quality team to provide recommendations that support the effectiveness, impact, and sustainability of project outcomes.

Who Can Apply?

The call is open to experienced professionals with:

  • Proven expertise in project evaluation and quality assurance
  • Experience in higher education projects, Erasmus+ programmes, or capacity-building initiatives
  • Demonstrated ability to design evaluation methodologies and monitoring tools
  • Strong analytical and reporting skills

Experience with higher education systems in the Kurdistan Region of Iraq, Yemen, or similar contexts will be considered an advantage.

  • Concept Note (maximum 2 pages) outlining the proposed evaluation methodology
  • Statement of availability
  • Detailed financial offer for the implementation of the assignment

Contract Value

The total contract value must not exceed €9,000 (including taxes and contributions).
Travel costs incurred during the assignment are covered directly by the provider.
