Center for Federalism Studies at the University of Duhok Organizes a Panel Discussion on Iraq’s Political Future

As part of its academic mission to analyze current political developments and contribute to national dialogue, the Center for Federalism Studies at the University of Duhok, in cooperation with the Center for Intellectual and Social Studies, organized a panel discussion under the title:
“Learning from the Outcomes of the Recent Parliamentary Elections as a Key Step Toward Change and Reform in Iraq.”

The event aimed to analyze the current political landscape and examine its role in strengthening the political process and consolidating the federal system in Iraq, with the objective of translating academic insights into practical guidance for political decision-making and policy direction.

Event Details and Participation

The panel discussion was held on Monday, December 22, 2025, with the participation of Dr. Aveen Khalid Abdulrahman, Dean of the College of Law, alongside a notable group of academics, political experts, and university faculty members. The session was moderated by Dr. Najmaddin Muhyaddin Yassin, Director of the aforementioned center.

Academic Perspectives and Key Themes

The discussion focused on two main themes, presented by prominent experts:

  1. Kurdish Political Forces and the Future of Political Balance
    In this session, Prof. Dr. Mohammed Ihsan, academic and former Minister of Human Rights, analyzed the current political scene in Iraq and the position of Kurdish forces within the governance equation. He emphasized the importance of developing a political roadmap grounded in the principles of the federal constitution.
  2. Preserving and Consolidating the Federal System
    In the second session, Dr. Mohammed Shakir Karger, former Member of the Iraqi Parliament, discussed the role of Kurdish political forces in maintaining the federal system. He also highlighted the challenges facing the formation of a new government, noting that “forming a government will not be an easy task due to intense political polarization and the influence of regional and international factors.”

Discussion and Outcomes

The panel concluded with an open discussion, during which participants engaged in in-depth academic debate on possible scenarios for government formation. A question-and-answer session allowed academics and faculty members to enrich the discussion with analytical insights and scholarly perspectives.
