Official Signing of a Strategic MoU Between the University of Duhok and the University of Ruhuna, Sri Lanka

As part of its strategic vision to strengthen internationalization, academic diplomacy, and global research collaboration, the University of Duhok (UOD) has recently signed a strategic Memorandum of Understanding (MoU) with the University of Ruhuna in Sri Lanka, marking a significant step toward expanding UOD’s international academic network across Asia.
The agreement aims to establish a comprehensive framework for cooperation in higher education and scientific research, including:
- Joint academic and research activities
- Student and staff mobility programs
- Exchange of expertise and institutional knowledge
- Collaborative international projects and scientific initiatives
The initiative followed constructive discussions between Dr. Ahmed Jalal, Honorary Consul of the Democratic Socialist Republic of Sri Lanka in the Kurdistan Region, and Hon. Dr. Harini Amarasooriya, Prime Minister and Minister of Education of Sri Lanka. Based on these discussions, the Sri Lankan Consulate proposed the collaborative program to both universities as part of broader efforts to strengthen educational and cultural ties between Iraq and Sri Lanka.
Following extensive consultations between the leadership of both institutions, the agreement was officially signed and submitted to the University Grants Commission for final approval. The partnership is expected to create new opportunities for academic mobility, interdisciplinary research, and international knowledge exchange, while enhancing the global engagement of students and faculty members at both universities.
This cooperation aligns closely with the University of Duhok’s Strategic Plan (2023–2038), which prioritizes:
- International academic partnerships
- Research excellence and innovation
- Sustainable higher education collaboration
By strengthening ties with internationally recognized universities, UOD continues to position itself as a growing regional hub for globally connected higher education and cross-border academic cooperation.
The University also extends its sincere appreciation to Hon. Dr. Harini Amarasooriya, Prime Minister and Minister of Education of Sri Lanka, and Hon. Dr. Arusha Cooray, Ambassador of Sri Lanka to the United Arab Emirates, for their valuable support and guidance in advancing this initiative.
